That's how many transfer requests have been made for D.C. students. Since around half of D.C.'s school failed to meet the No Child Left Behind goals around 33,000 students were eligible to request a transfer, meaning about one third of one percent of the students have filled out the paperwork for the transfer. Realistically, the transfer option was only available to elementary students, since middle and high school due to the dearth of middle and high schools that actually met the NCLB targets.
