Super delays publication of facilities plan (and the BoE craves plausible deniability)

DC Board of Education members are apparently trying to offload their copies of the Superintendent's Master Facilities Plan as fast as humanly possible. Why? Well, the Sup' decided to not release the plan to the public as previously promised, instead opting to change the release date to the fall in order to "'avoid confusion' and take more time to study the proposal's implications." So why the Sgt. Shultz ("I see nothing. I know nothing.") act by the BoE? The plan "clearly implies" which schools will be affected by the second round of consolidation and the BoE membership apparently would rather wash their hands of the whole thing instead of taking, you know, an ounce of responsibility or face some tough questions.
