A 2005 audit ordered by the U.S. Department of Education showed that none of the children in the District's 2003 count were eligible for funding under the agency's Migrant Education Program, designed to assist children of families seasonally employed in agriculture or fishing. Subsequent investigation revealed that the D.C. school system submitted false documentation of its migratory child count dating back to 2001.

DC to pay feds back for misused grant
In an update to this story the District has agreed to pay the Federal government back some $1.7 million in grants that the school district received under fraudulent terms.
